What if I want to import cigars in my country?

I am planing to import real Cuban cigars in my country. There is a person who has relations with Cohiba and is going to send me boxes of cigars by regular post. How all this can be in frames of legality? What should I do if I want to sell the cigars to Hotels, or supermarkets, hypermarkets? What are the legal steps to go through before I go to Hotel Manager and start negotiating with him about selling my cigars? Do I need excise-duty? Some kind of Registration?
