Do you have to have a drivers license to drive a private vehicle in nc?

I am aware of this question being answered as no you do not, therefore how do you fight this in court? My license expired and I was told that I did not pay my 81 and 83 excise tax on car in MA. Therefore I could not drive until I do that. I was arrested for driving with a revoked license and want to fight it.
