Why does Texas have a 13 Billion deficit? They are high tax and confiscate/tax 5% of all oil produced?

Not too bad considering Liberal California's $265 billion dollar debt. I can see why you would omit facts that hurt your argument though. Truth be told though most states are in poor shape at the moment.
