Since there hasn't been an amendment to the Constitution who has the power to declare War?POTUS? Congress?

Congress is the only body which can declare war on other countries. The problem with a "war on terror" is that there's no country to declare war on; it's not as clear-cut. It's more a matter of opinion than interpreting the wording of the Constitution.
