Importing from China do customs in China get a payment?

I am importing an item from China to my customer in the UK, my supplier is saying that China customs has stopped the item their side and asking for a payment, so the supplier says, I thought when the item leaves China and comes into UK that the UK customs and excise would take payment on entering the country and not an additional payment on their side
